WHO WE ARE

The Financial Sector Deepening Moçambique is a facility for financial sector development with a focus on expanding levels of inclusion.We direct our investments and insights to address constraints in the financial market, helping the diversification of Mozambique’s economy and bringing prosperity and economic resilience to Mozambique’s people. At the core of our strategy, are women, youth and the rural low-income population, as well as small businesses that lack access to appropriate and accessible financial services.We support our key stakeholders to both innovate and expand financial services, using technical expertise and targeted funding to boost their capacity and the people they serve.

Esselina Macome

Chief Executive Officer (CEO)

Esselina Macome is an Associate Professor at the Eduardo Mondlane University. She brings over
30 years’ academic experience. Dra. Macome joined the Central Bank of Mozambique in 2005 as Executive Director and Member of the Board until 2015. Currently, she is a Chief Executive Officer at Financial Sector Deepening Moçambique (FSDMoç) since July 2017.

Her areas of interest include the usage of Information Communication Technology for development and financial inclusion with more focus in digital financial services (DFS), green finance and gender related issues. She holds a Doctoral Degree (PhD), in Information Technologies by University of Pretoria, in South Africa (2003) and a master’s degree (MSc) in Analysis, Design and Management of Information System by London School of Economics and Political Science of the University of London (1992). She is also Licentiate in Teaching Mathematics by Paedagogische Hochshule
Dresden- Germany (1987). 

Dra. Esselina holds an international certification in Leadership for Financial Inclusion offered by Fletcher School (2016). In additionally she is certificated as digital finance practitioner – a three years program offered by the Digital Frontiers Institute in partnership with Fletcher School. Also, she participated with success in the Africa Board Fellowship   programme organized by the Center of Financial Inclusion Accion (2018-2019).  She participated in a course on Strategic Leadership in inclusive finance offered by Harvard Business School (2019).  She is certified by DFI on Gender Equality Changemaker (2022).

Hélder Buvana

Investment Manager

Hélder is a development professional with passion for enterprise development and local content, operations, and supply Chain management,and financial inclusion.

In his more than 25 years career span, he has been involved in diverse forms in projects that build social and economic inclusion, in positions such as of Head of Operations – Lusophone at AMSCO, Mozambique Country Manager for NEPAD Business Foundation, Turner and Townsend and Sherwood International, but also as the Procurement & Logistics Manager for Tongaat Huletts Sugar Mozambique. Since 2016 he joint FSDMoç, where he has been leading various projects supporting SME financial service providers to promote the 

development of innovative and relevant products to the sector, leveraging from being a seasoned startup entrepreneur and investor himself.
Hélder is a Certified Digital Financial Practitioner (CDFP) who holds an MBA from MANCOSA and a BCom Supply Chain & Marketing from University of KwaZulu Natal (UKZN).
He participated in various professional courses, including the Local Content Master Class, by Henley Business School in UK.

Cristian Bouché

IT Manager

Cristian is an IT Manager. Cristian has more than 12 years of experience as an Information Technology Manager, of which he has been part of the FSDMOC team for the last 4. Cristian has been an IT Consultant, working for USAID and UKAID financed projects in Mozambique, implemented by DAI, such as SPEED, SPEED+, DIALOGO, INOVA, INOVAGRO and as well as the inception phase of FSDMOC.

He mainly focused as IT System’s administrator and the main lead for managing the system infrastructure of the projects. Cristian also has an entrepreneurial inclination, as founder and owner of a SME, called CBTECH which is dedicated as an outsourcing provider of IT Solutions and supply of IT equipment. CBTECH was established in 2015. Cristian holds an Honors Degree in Business Administration at the St. Thomas University, as well as a course at Columbia Business School – Senior Executive Programme in New York. He has also undergone Cisco CCNA certification training and has an interest in server management. 

Cristian speaks English, Portuguese and Bulgarian.

He has amongst the top 5 drivers in Africa, after taking part in the FIA Young Drivers Excellence academy in 2014 and taken part at ROK World International Final in 2017 representing Mozambique. He is the current circuit racing title holder of the PicantoCup Championship by the ATCM.

Filomena Mondlane

Receptionist and Secretary

Filomena is a meticulous, task driven assistant with more than 10 years of experience as a secretary for NGO’s and private institutions.

She assists the team in all administrative issues and is also the CEO’s personal assistant. Equipped with essential abilities to facilitate and support all mid and senior-level managers. Filomena has proven talent for aligning business objectives with comprehensive administrative knowledge to help the organization thrive.

She holds a high school Diploma and a certificate in Office Administration. A highly approachable individual who has a pleasant attitude and a
willingness to make a positive mark.

Moisés Salvador Inguane

Chief Operational Officer (COO)

Moisés brings over 25 years of experience in organizational development, strategic partnerships, finance, corporate governance, and operational
management. Moises’s career spans Branch Operations Manager and Corporate Secretary of Gapi-SI, a Mozambican finance development institution, Organizational Development Director of Mozambique Red Cross, Special Coordinator of 8NS Initiative (an African National Societies Initiative for the International Federation of Red Cross).

Since 2018 joint DAI- FSDMoç as a Chief Operating Officer in Mozambique as well also act as a Country Representative of DAI Europe from 2018 to 2021.
Moisés holds an Honors Degree in International Relations and Diplomacy from ISRI in Mozambique, Master´s student in Strategies of Investment andInternationalization at ISG Business School Portugal. 

He has several International Certificates in Private Sector Development by the International Swedish Institute for Public Administration-SIPU, Management of Owned State Enterprises and Government Agencies by Intelligent Africa-South Africa, M4P and Leadership by FSD Africa Academy and he is concluding the Certificate as Digital Financial Practitioner CDFP with Digital Frontiers Institute.

ANABELA MABOTA

Knowledge, Monitoring and Learning Manager

Anabela is an agricultural economic development professional with expertise in monitoring result measurement, financial inclusion and learning.
She brings more than 20 years of experience in agriculture sector more specifically on agricultural market information system implemented by the Ministry of Agriculture in Mozambique. 

She worked at Abt Associate under the AgriFUTURO a USAID funded program as an M&E lead, where she provided strategic partnerships on agribusiness and trade program. Currently, she leads the Knowledge, Monitoring and Learning unit within the Financial Sector Deepening Moçambique, providing leadership in results management, knowledge management & learning, action research, project management, and communications. More specifically ensuring setup and implementation of monitoring and results measurements (MRM) systems.
Anabela holds a Master of Science in Agriculture Economics from The Ohio State University in the USA. 

She holds the FSDAfrica Academy Certificate. Also, she is certified by The Fletcher School Leadership Program for Financial Inclusion Online Eight Question Method for Policy Development Training in October 2021. As part of the FSD Academy she participated in the training on Impact-Oriented Measurement and in Professional Writing.
Actively she participates in the FSD Network MRM Working Group, chairing it during 2018/2019.
She is the President of the General Assembly of the FSDMoç Cooperative.

Vânia Matola

Knowledge, Monitoring and Learning Analyst

Vânia is a professional in Project Assistance and driven Project Monitoring and Results Measurement Analyst, passionate about conservation of marine resources and women’s economic empowerment. At FSDMoç she support and deliver project’s Monitoring and Evaluation activities and reporting, as well as activities related to Learning, Knowledge and Communication.

She is one of the FSDMoç Gender Focal Point whose role is to provide technical support to the implementation of FSDMoç’s Gender and Social Inclusion (GESI) Strategy and support in all contexts related to Gender and Social Inclusion. Previously she worked as the Project Assistant for the Project for Enhancing Capacity of Investment Promotion and Facilitation in Mozambique funded by Japan International Cooperation Agency (JICA) and she worked as the Project Assistant for the Project of Conservation and Preservation of Coastal and Marine Resources in Tofo and Barra, funded by the French Cooperation. 

Also, she worked as a Researcher at the Executive Research Associates. Vânia holds a Bachelor degree in Tourism by the Eduardo Mondlane University (2008) and Masters’ degree in Analysis Techniques and Tourism Innovation from Universitat Rovira i Virgili (2012).
She holds a certificate on Eight Question Method for Policy Development by the Fletcher School Leadership Program for Financial Inclusion (2021) and is a Certified Gender Equality Changemaker by Digital Frontiers Institute (2022).

Almeira Paruque

Analyst

Almeira Parruque is an Investment Analyst at the Financial Sector Deepening Moçambique (FSDMoc), with extensive financial sector know-how developed through 10+ years’ work experience.

Her current role entails assisting project pipeline planning, conceptualization, implementation, and monitoring processes, in projects in mobile and agency banking, inclusive insurance, housing finance, SME finance, green finance and capital markets. Previously, she has worked at the Mozambique Stock Exchange, in the operations and international cooperation departments, and built expertise on securities’ issuance, listing and trading, financial literacy program design and implementation, data creation, analysis and communication. Almeira is experienced working with both management and technical teams to ensure that goals and activities are met, having built strong interpersonal skills within companies and with public and private partners at all levels.For instance, representing organizations in diverse fora and networks such as the Committee of SADC Stock Exchanges (CoSSE), 

 Finance and Investment Protocol (FIP) African Peer Review Mechanism (APRM) and the FSD Communities of Practices (CoP).
Almeira holds a Master of Leadership and Organizations from the Malmo University in Sweden – with a sustainable development focus, and a Bachelor of Business Administration from the Pearson Institute of Higher Education, in Midrand – South Africa. Her certifications include Understanding Development Impact, Market Systems Development, Local Economic Development, Global Management, Financial Markets, Securities Market Operations and Design Thinking. Currently she is pursuing a PhD in Global Prosperity at the University College London (UCL) and researching the effects of financial inclusion on prosperity and wellbeing among people living in vulnerable circumstances.

Titos Uamusse

Grants and Compliance Manager.

Titos Uamusse has over 17 years’ experience in Finance, HR and Business Management including in Project andFinance Management, Capacity building &  organizational assessment for civil society.

Before joined FSDMoç, he worked with TROCAIRE as Regional Finance Manager covering six countries in Southern Africa (Angola, Malawi, Mozambique, Zambia, Zimbabwe &  South Africa), also he worked for AMODEFA as Finance & Admin Officer, and with IPPF-International Planned Parenthood Federation as Finance Advisor for Angola & Guine Bissau, and also worked in in Ericsson as Finance & Facilities Specialist for Mozambique Branch Office. 

Titos hold Degree in Administration & Business Management from ISPU and Certificate as Chartered Accountant, and holds a number of Certificates in Finance and Business Management University of Witwatersrand-Johannesburg, in Partnership Approach and in Financial Management, partners capacity building in Irelan.

Carlos Valente Mondle

Digital Financial Service Manager

Carlos Valente Mondle is over 20 years of working experience and joined FSDMoç with experience of banking in Mozambique. Previously worked for FNB – Mozambique served as the CIO for 10 years and before was Head of IT of Banco de Comercio e Desenvolvimento for 5 years. He was full involved in the most recent technical projects performed between Central Bank and financial market players. 

At FSDMoç has the Digital Finance Services portfolio aiming to catalyze and support the development of the digital finance ecosystem and the financial services innovation as a whole. Currently Vice President Board of Directors of the FINTECH.MZ – Mozambique Fintech AssociationFINTECH.MZ Mozambique Fintech Association and in this capacity co-organizes on annual basis the Fintech Week. Was Executive member of the Steering Committee for the establishment of the Alliance of Digital Finance Associations.

He is member of the General Assembly of the FSDMoç Cooperative.
Carlos has an Honors degree in Information Systems and a Post graduate in Business Administration. Completed the M4P certifications and holds various certifications on Information and communication technologies and management. Have interests in banking industry, digital solutions & Platforms, Financial inclusion, IT Projects Management and he is currently under certification as Digital Finance Partitioner from Digital Frontiers Institute.

Elzo Tomás 

Administrative Assistant and Accountant

Elzo is a Financial and Administrative Management professional with over 14 years of experience, and with a deep passion for Commercial, and Logistics Management.

Previously, he worked as a Commercial, Financial
and Operations Manager at Pharmalife, Lda, where he led the sales and distribution of pharmaceutical products in the south, central and north of Mozambique.
 He also worked as Accounts Payable and Treasury Manager at Odebrecht Serviços Abroad.(OSEL), 

where he was responsible for supporting treasury management in the construction project of the Vale Moçambique Mine, for coal exploration, in Moatize, Tete.
Elzo graduated as an Accounting and Financial Management Technician by the Institute of Transports and Communications.

Benedito Murambire

Investment Manager

Benedito has over 25 years of experience in Consulting Services and Teaching mainly in the fields of Financial Development and Financial Inclusion, Construction Management and Economics, Housing Finance, SME Development and Finance, Climate Finance, Microfinance, Training and Capacity Building.

Before joining FSDMoç., he worked as Senior Manager at Ernst & Young and ICC, and provided consulting services for development agencies, such as UNDP, GIZ, USAID, UN-Habitat, DFID, and others. Benedito holds a PhD in Management with specialization in Strategy & Entrepreneurship and holds a MBA both from ISCTE-IUL Business School from Portugal. He holds also a Pos-Graduation in Developing Social Housing Projects from the Institute for Housing Studies of Erasmus University in Holanda.

 He holds Certificates in financial development and financial inclusion, being of highlight Strategic Leadership for Inclusive Finance (Harvard Business School-USA), Microfinance Training Program (Economic Institute, Boulder/Colorado-USA), Climate Change: Financial Risks and Opportunities (Imperial College Business School-UK), International Housing Finance Program (University of Pennsylvania-USA), Unlocking Investment & Finance in Emerging Markets & Developing Economies (World Bank), and a Certificate from the FSDAfrica Academy.

Sílvio Chiau

Market Insights Manager

Silvio is a Management, Information Technology and Audit professional combining a strong academic background with more than 14 years of experience in corporate environments.

Have led highly skilled and experienced teams in Market Systems Development, Internal Audit, Project Management, Revenue Assurance and Business Intelligence. Worked and lived across different countries and cultures, such as Portugal, Malaysia and Mozambique.

Silvio holds a Master of Business Management from St. Thomas University and a Bachelor of Technology in Information and Communication Technology from Petronas University of Technology. He has severalcertificates on M4P and Digital Financial Services.

Kátia Agostinho

Market Analyst

Kátia has more than 10 years of experience in business development and research and is passionate about entrepreneurship and women’s empowerment. 

At FSDMoç Kátia is part of the investment team acting business developer and is responsible in ensuring the projects implementation, working in areas related to SME finance, informal finance, Fintechs, Gender and Social inclusion and others. She has a degree in Economics (2010), is a Certified Gender Equality Changemaker by The Digital Frontiers Institute (DFI) and a series of certificates in development and financial sector policy from the University of Cape Town (2014), 

FSDAfrica Academy (2015) and The Smart Design for Policy and Practice Framework from the Harvard Kennedy School of Harvard University (2015). Additionally, Kátia is an alumni of US government-supported exchange programs such as the International Visitor Leadership Program (IVLP) and YALI Southern Africa, and Associate Fellow of the Royal Commonwealth Society (RCS). Kátia is also the Co-Facilitator for the Gender Community of Practice for Mozambique by DFI.
